Coastal Commission to discuss county pot ordinance;

The California Coastal Commission meets Friday to consider a proposed amendment to Humboldt County's local coastal plan limiting indoor marijuana grows and to look at extending Arcata time to address conditions on its proposed local coastal plan amendments.

Humboldt County has asked the commission to accept an amendment, which has already been applied to inland areas of Humboldt County, to the local coastal plan that would include limits on marijuana cultivation.

California Coastal Commission North Coast District Manager Bob Merrill said the commission is treating the marijuana amendment as minor, meaning it will be streamlined through the approval process.

The ordinance, which limits the size of personal indoor marijuana grows to 50 square feet and includes other regulations, is subject to review by the commission.
”It clarifies a use that is allowed under state law,” Merrill said. “It doesn't have a lot to do with coastal resources.”

Humboldt County Planner Steve Lazar expects that the coastal commission will accept the amendment.

”It's a pretty small step,” Lazar said. “A lot of time major amendments take a long time to get Coastal Commission approval.”

With coastal commission approval, the ordinance passed by county supervisors in January will apply to the entire county 10 days after the decision…..

The California Coastal Commission approved a Humboldt County ordinance limiting indoor marijuana grows and gave Arcata more time to prepare its Local Coastal Plan during its meeting last week.

The commission voted to accept an amendment to the county's Local Coastal Plan -- already applied to county areas inland -- that limits the size of personal indoor marijuana grows to 50 square feet and includes other regulations.

Coastal Commission North Coast District Manager Bob Merrill said the commission agreed with staff that the amendment was minor and had little to do with coastal resources.

”There was next to no discussion about that,” Merrill said.
